The Ingredients: Breading the chicken will make the chicken more tender by keeping the chicken from direct exposure to the heat when in the oven. Instead the chicken will more gradually absorb the heat. The will keep the chicken tender during cooking.
Also helping to keep the chicken tender is the chicken broth. The heat from the broth will help the chicken cook more evenly - since the liquid is evenly spread across the pan. Also, the flavors will cook directly into the quinoa breading, adding to the flavor of the quinoa (and by extension the chicken).
Other Comments: When preparing the chicken, you want to put the spices on the chicken first before layering up the breading. If you simply put the seasoning on the breading the chicken will taste very bland since it the seasonings will only cook outside the chicken. Putting the seasonings under the breading avoids that entirely. Similarly, putting the seasonings under the skin ensures the seasonings cook directly into the meat - instead of the skin.
