The beef is the star of this recipe and provides flavor for all the other ingredients. Starting the beef before everything else coats the pot in the beef fat. This allows the beef fat to more easily mix in with all other ingredients when stirred.
The beef fat is most important to aide in cooking the potatoes. This would be a large part of the reason the potatoes are the next ingredient to go in - it gives the potatoes the most chance to absorb the beef fat.
Meanwhile, the oranges require the least amount of beef fat to cook - they simply require heat and any flavors absorbed are an added bonus. Also, when oranges cook too long the taste becomes bitter so they are they are one of last ingredients to be added.
The beef broth is there to provide extra flavor and extra richness however it is not there to assist in the cooking. It is simply added in at the end to finish the recipe.
